Roger understands this cycle well and has been a trusted professional to many families who appreciate an honest “guy” who is looking out for their best interests, not the best interests of a company’s bottom line.
Roger is constantly providing guidance to military and federal employee families who often times think that government "savings plans" are great, when in fact they may not be. “The government is good at some things, but not all things,” says Roger.
Roger provides options to his clients that are counter to the Wall Street propaganda of "buy, hold and hope". There are MANY ways to save and grow money without risking it in the Stock Market casino.
He founded White Horse Financial in order to shed the “sell this” pressure that comes with a large financial firm. As an independent financial planner, Roger picks and proposes what is best for the client, not the company.
Roger has also earned the Certified Exit Planning Advisor designation and is a Certified Tax and Business Advisor. These credentials support his work with business owners, retirees, and families seeking coordinated guidance around retirement planning, tax-conscious strategies, exit planning, succession planning, and long-term financial decisions.
He helps families save and invest their money through a simple but effective philosophy of:
1) Never again lose money to stock market downturns.
2) Stop taxes from eating up retirement dollars when accessed.
3) Create an income that will last a lifetime.
The Early Years
Before his Financial Planner career, Roger spent 21 years in the Engineering Industry as a toolmaker and designer, where he was trained to always seek a better way and to always listen to a worker’s (now family’s) situation.
It is in his blood to always ask why things are done a certain way and what the long-term consequences of a particular strategy will have on the outcome versus the intended purpose.
This type of thinking and resourcefulness is exactly what families need from their financial planner. Not handling the end-game properly can be very costly.
Roger and his family
Roger grew up in North Carolina, the youngest of five baby boomers in a military family. He is an avid athlete and three-year letterman in two sports; football, track and field. He still loves working out, mountain biking, hiking, skiing, and playing tennis (though time has slowed him down a bit ). He is also a voracious reader and a lifetime learner.
Roger and his beautiful wife, Jennifer, live in Fayetteville, NC, where they are members of the local Church. They have four grown children and five grandchildren. Faith and family are very important to him.
Jennifer Harris
Jennifer holds a Master’s Degree in Education where she devoted 31 years of service to teaching middle school students. After retirement she chose to pursue the real estate world and received her Broker License. Jennifer is an excellent teacher at heart, while working in the school system her last 15 years were spent mentoring Academically Gifted students, preparing them for success in life. She brings that same spirit of excellence to serving clients. Jennifer is excited to broaden her experiences and work alongside her husband Roger, as his Executive Assistant in the financial services industry. So as you can see Jennifer believes in a lifetime of learning. She is also a mother and a GiGi. She loves spending time with family and the grandkids. Jennifer enjoys cooking, reading, walking and going to the beach!!

Joseph L. Harris brings a unique background as an economist and policy analyst to his work with clients at White Horse Financial, Inc. Rather than viewing retirement planning as a single product or allocation decision, Joseph helps clients think more broadly about how economic conditions, tax laws, and government policies may affect their long-term financial goals.
Born, raised, and still residing in Cumberland County, Joseph is proud to call Fayetteville home. He graduated from Pine Forest High School, where he was a two-time all-conference and one-time all-region football player. He went on to attend Campbell University on a football and academic scholarship before transferring to the University of North Carolina Wilmington, where he earned bachelor’s degrees in Economics and Political Science, with a minor in International Affairs.
Joseph later earned a Master of Public Administration with a concentration in Policy Analysis from the University of North Carolina Wilmington. During that time, he served as a research and teaching assistant and co-authored an article published in the International Journal of Public Administration. He also went on to earn a Master of Science in Economics from Florida State University.
Before joining the firm, Joseph taught economics and public policy at Central Carolina Community College, UNC Pembroke, and the University of North Carolina Wilmington. He later served as a Fiscal Policy Analyst at the John Locke Foundation in Raleigh, where he researched taxes, government spending, and economic policy. His work has been featured in media outlets across North Carolina, including digital, print, television, and radio. He has appeared on programs such as In Focus North Carolina and Capital Tonight, and has spoken on issues including income taxes, property taxes, the national debt, Social Security, and Medicare.
Today, Joseph works with his family at their family-owned financial services firm in Fayetteville. He uses his background as an economist and policy analyst to help individuals, families, retirees, and business owners make more informed financial decisions. He is especially focused on helping clients plan for retirement, pursue long-term financial security, reduce unnecessary risk, and better understand how changing economic conditions, tax laws, and government actions may affect their financial future.
For Joseph, financial planning is about more than numbers. It is about helping people make sense of complex decisions, protect what they have worked hard to build, and move forward with greater clarity and confidence.
Amy Bill
Amy was born and raised in Hope Mills, NC. She grew up loving to sing in church. That love of singing continued through the years and the opportunity came for her to start a ministry traveling to different churches and sharing her love of the Lord through song. She did this for several years. Amy also has a love of fitness and competing in amateur body building competitions.
Amy has been married to her husband Mike since 1998 and they have one son, Jake. One of her biggest passions is dogs, particularly Great Danes. She has two, Leo and Millie.
Amy loves people and is quick to give a compliment to others. She graduated from South View High School in Hope Mills, NC and has worked in customer service, as a bookkeeper and an office manager. She is very excited to be a part of the White Horse Financial team. Putting God first in every area of her life is most important.
